From Glitch City Laboratories
In Pokémon HeartGold and SoulSilver if the player decides to use the move Strength on a boulder on the bottom floor of the Slowpoke Well or in the Route above Saffron City (via
Tweaking) he or she will not only be able to push it across the ground, but also over the water.
The boulder push glitch is a relatively recent glitch which exists within all versions of Pokémon HeartGold and SoulSilver, although the boulder in Slowpoke Well has been removed since the Japanese version. When the player navigates to an area with a boulder and water on the map, the player may move the boulder into the water via Strength, and move the boulder about freely. In Pokémon Heartgold and Soulsilver, unlike previous games water was not defined to restrict the player moving a Boulder into the water, therefore the player can freely move the boulder across the water.
This glitch does exists in the translated versions of Pokémon Heartgold and Soulsilver, although not in Slowpoke Well, as the rock was removed by the game developers.
